President George Bush signed the Americans with Disabilities Act twenty one years ago. The ADA is often called the most important civil rights legislation of the last few decades. President Obama's Presidential Proclamation illustrates the legislation's popularity. Even while Democrats and Republicans argue about the the country's economic future, a Democratic President will honor legislation signed by a Republican President.
